There is hereby created for the City of Paola, Kansas, a Board to be known as the Paola Community Center Board, which shall be composed of seven (7) members. Members of the Board shall be appointed by the Mayor and confirmed by the Governing Body of the City of Paola, Kansas.

The purpose of the Board shall be to submit recommendations and to advise the Governing Body on matters involving the Paola Community Center’s annual operating budget, proposed capital improvements, care and maintenance of facilities, programming and suggestions regarding staffing needs.

Members shall be appointed for a term of four (4) years. Members currently serving shall continue to serve until the completion of their existing term. The Mayor shall appoint and the Governing Body shall approve the appointment of successors to the existing members as the respective terms of each member expires. No person appointed to the Board shall be appointed for more than two (2) consecutive terms.

In case of vacancy in membership of the Board due to death, resignation or otherwise, a successor may be recommended by the Paola Community Center Board and the Paola Community Center Director and shall be appointed by the Mayor with the approval of the Governing Body to fulfill the unexpired portion of the term of the member he or she replaces.

Annually, the Board shall organize and select from its membership a Chairperson and a Vice Chairperson. The Chairperson and Vice Chairperson shall be a voting member of the Board. A City of Paola employee shall serve as Secretary to the Board. All meetings of the Board shall be conducted in accordance with the requirements of the Kansas Open Meetings Act, K.S.A. 75-4317 et seq.

(a)   On or before May fifteenth (15th) of each year, the Paola Community Center Director shall prepare and submit a proposed itemized annual operating budget to the City Manager to be considered by the Governing Body for inclusion in the City budget for the succeeding fiscal year.

(b)   On or before May fifteenth (15th) of each year, the Paola Community Center Director shall prepare and submit an annual report to the Governing Body with regard to the Community Center’s programs, attendance, revenues and expenditures and proposed maintenance to the facility.

(c)   The Board shall make recommendations to be approved by the Governing Body regarding contracts, rental rates, fees and operational policy procedures to be used by the Board for the Community Center.

(d)   The Board shall develop policies and advise the City of Paola staff regarding programming and operation of the Community Center.

The Board shall have no authority to enter into any contract or incur any obligations binding upon the City of Paola, Kansas, except within the limits conferred upon the Board under this Article and within the limits of funds budgeted for the uses and purposes of the Board by the Governing Body of the City of Paola, Kansas.

The Board may be dissolved at any time by the Governing Body of the City of Paola, Kansas, by adopting an appropriate ordinance effecting a dissolution thereof.
