There is hereby created for the City of Paola, Kansas an Advisory Tree Board, hereinafter referred to as the “Board”, which shall be composed of seven (7) members. Members shall be appointed by the Mayor and confirmed by the Governing Body of the City of Paola.

The purpose of the Board shall be to assist the City in promoting and protecting the public health, safety and welfare of the community through thoughtful management of its public trees.

The original members of the Board shall be appointed so that three (3) members serve one (1) year terms and four (4) members serve two (2) year terms. Thereafter, members shall serve two (2) year terms. In the event that a vacancy occurs, a successor shall be appointed to serve the remaining portion of the term. Members shall serve without compensation except as may be deemed necessary by the Governing Body to compensate the members for travel, education and other expenses incurred in the performance of their duties.

As soon as possible after the appointment of the original members, the Board shall organize and elect from its membership a Chairman and Vice Chairman. The Board shall keep a record of its proceedings.

(a) The Board shall have the following duties:
(1) Support the needs of the City staff in the planning, care, preservation, planting, replanting or removal of public trees.
(2) Assist in developing financial, educational and other resources that encourage stewardship and sound management of public trees.
(3) Assist in developing a recommended list of trees to be selected and those to avoid planting and to educate the public about tree selection and husbandry.
(4) Sponsor an annual Arbor Day observance.
(5) Make such recommendations, conduct such investigations and report on such special matters as may be requested from time to time by the Governing Body.

The Governing Body may dissolve the Board at any time by adopting an appropriate ordinance effecting dissolution.
